Background

Dr. Katalina Perez was born in Medellin, Colombia (1991), raised in a low-income district during the post-cartel stabilization period. Her family owned a small corner store attached to their home primarily run by her mother, while her father worked inconsistent blue collar jobs, supplementing income through occasional illegal side work when money was tight. The Pérez's lived modestly, but compared to others in the neighborhood, they were much better off. Both of her parents had immigrated from a more prosperous region of Colombia after financial collapse forced their relocation, carrying a quiet belief that they were morally and culturally superior to their surroundings because of it. This hypocritical belief shaped the household, which Pérez notes influenced the development of a sort of savior complex in her at a young age. As opposed to the more cynical take her parents had, Pérez believed that she had a duty to use her privilege to aid those less fortunate. This was reinforced by the families religious devotion, 'Love thy neighbor' and all it encompassed.

Due to the unfortunate state of her surroundings, Pérez was kept indoors unless her parents could trust where she'd be, and who she was with. In the early 90s for Medellin, that sort of trust was rare. This had Pérez focus more on school and learning, which she wasn't opposed to. In light of her rigourous studying, she excelled academically, earning her a scholarship to Universidad de Los Andes which she enrolled to in 2008. She pursued a law degree focused on constitutional reform and conflict mediation, graduating in 2013. Soon after, she joined a law firm in Medellin while living with her parents. With the firm, she initially worked on civil contracts and property disputes, but as Colombia entered the peak years of negotiation with guerrilla forces, her workload shifted. Pérez became involved in NGO-affiliated mediation tied to demobilized FARC combatants, land restitution claims, and reintegration agreements between former guerrillas, paramilitary affiliates, and displaced civilian families. She frequently assisted in drafting conditional immunity agreements, property return settlements, and community reconciliation frameworks meant to prevent retaliatory violence. These negotions were tense, often involving individuals responsible for kidnappings, forced displacement, or extortion sitting across from the families affected. Pérez was slowly recommended for more delicate cases due to her handling of high-stakes negotiations and quickly gained a reputation for what her employers called “Strategic Pragmatism.” She demonstrated an ability to separate moral outrage from procedural necessity, prioritizing stability over symbolic justice when required. Though it is noted that she would work pro-bono after cases in which procedural necessity was valued more, and often found other ways to help.

During her early years at the firm, Pérez entered a romantic relationship with another junior associate. Their connection began as she put it, with 'Professional Admiration.' Unfortunately over time the relationship became controlling. In 2015, Pérez became pregnant. Her boyfriend pressured her to give up the child, citing the firm's strict policies against employee relationships and the threat of losing their jobs if it was discovered. Alongside that were his own possesssive tendencies, which began to turn physically abusive at this time. Trapped by the social and professional expectation, Pérez consented. It was a closed adoption, but at the prompting of the adoptive parents, Pérez left an email if the child decided to make contact. Her boyfriends abuse grew after this, which is the suspected reason as to why Pérez agreed to recruitment despite the minor pay cut.

In July, 2017, the Foundation recruited Pérez, offering her a way to leave Medellin and subsequently her fragile home life. She was brought within the Department of External Affairs, specifically handling situations that needed mitigation. During this time she began to study psychology through online courses offered for Personnel unable to attend physical college, feeling it was important for her work with people to understand better how their minds worked. Due to her work and her interest toward the inner workings of Foundation she was given the opportunity in 2021 to work as an Ethics Committee Liason Officer, functioning similar to a paralegal. In 2024 there were complications regarding her personality and concerns regarding her investment toward unnecessary topics to the point of obessession. Due to the issues caused by Pérez from 2024 to 2026, it was decided to strip her of her rank and demote her to the Medical branch within Site-66 as of Feburary 17th in response to Site-66s request for Psychiatric aid.

Psychological Profile

"Pragmatic," "Maternal," "Morally Flexible,"; remarks frequently used in evaluations of Pérez. Unlike many personnel who operated in high-ethics environments, Pérez does not present as stern or authoritarian. Her demeanor is quiet, warm, and notably patient. She speaks softly, listens fully, and rarely interrupts. Though not to say she isn't firm when its necessary. To put it plainly, her bedside manner is fairly unrivaled. Pérez displays strong empathetic intelligence. She does not invalidate emotional responses, even when they conflict with procedure. However, her empathy does not impair her decision-making or how she handles those responses. On the contrary, she appears capable of acknowledging suffering will still endorsing outcomes that minimize greater harm. Her guiding phiosophy, as observed in session transcripts and her own admission, is out-come oriented: If a solution works and prevents wider damage, she will consider it, even if unconventional

Her pragmatism cannot be mistaken for moral looseness. Pérez does not appear disturbed by unorthodox methods so long as their necessity can be logically justified. Even with her tenure in Ethics, Pérez strongly advocates for moral priority in decisions made regarding personnel when possible. This flexibility makes her effective in mitigation scenarios of course, but it raises concern among oversight personnel who note her willingness to adapt interpretation of guidelines when she believes its warranted. Interpersonally, Pérez avoids confrontation through tone rather than avoidance. She does not raise her voice often. When she disagrees, she will try to ask questions instead of issuing instant objections. This approach proves to often disarm more volatile personalities and can allow her to redirect conversations without overt conflict. There is a distinctly maternal undercurrent to her interactions with junior staff, anomalies and D-Class personnel alike. Firm, but gentle. Psychological screenings indicate strong compartmentalization skills paired with latent grief indicators linked to early adulthood experience. Pérez does not outwardly display resentment or anger. Instead, she internalizes responsibility and focuses forward. She dos not dwell publicly, simply adjusts what needs to be adjusted, and moves on.

Her primary strength lies in her ability to make difficult decisions without cruelty. Her primary risk lies in how easily she can justify those decisions to herself. Whether that adaptability ensures stability within high-risk environments or gradually erodes her internal boundaries remains under continued review. Her demotion and subsequent placement at Site-66 may be a good learning opportunity for her to adjust the behavior that caused her fall from grace.
