Dr. Katalina Perez was born in Medellin, Colombia (1991), raised in a low-income district during the post-cartel stabilization period. Awarded a merit-based scholarship to attend UNiversidad de Los Andes, where she earned her law degree in 2013.

From 2013-2017, Perez worked at Contexto Legal Abogados, specializing in civil litigation and NGO-affiliated transitional justice work related to post-conflict reintegration and land restitution efforts. Recruited into the Foundation in 2017 for her demonstrated expertise in high-risk negotiation, ethics interpretation, and conflict mediation.

From 2017-2020, she served as a Legal Consultant reviewing containment compliance, anomalous liability exposure, and was involved in almost paralegal-like capacity for multiple cases and tribunals brought to the Ethics Committee.

From 2020-2024, she completed her psychiatric specialization under Foundation sponsorship, focusing on Trauma Exposure, Moral Injury, Post-anomalous psychological Destabilization, and Coercive compliance stress responses. She's Dual-certified in Legal and Psychiatric Divisions.

Following a long-standing career both out and in the veil, Perez was recently reassigned to Site-66 per direct orders from the Ethics Committee Liason assigned to oversee her file.

Pulmonary function testing indicates below-average capacity under exertion, though not debilitating. Symptoms include intermittent dyspnea, particularly in high-stress or low-oxygen environments. Immune function is stable but monitored. Preventative regimen includes periodic respiratory screenings, environment-controlled work assignments where possible, and limited exposure to particular or biological hazards.
